This paper first discusses the notion of economic performance as applied to public enterprises and argues that productive efficiency is an attractive approach to performance measurement for such firms. It then presents an empirical efficiency study of postal services which is aimed at comparing productive performance indicators across countries and at testing the effect of competition and regulation on these indicators. This article compares savings behavior in a sample of 17 OECD countries over 24 years. On the basis of an analysis of variance and of a life-cycle-hypothesis-based equation, we test the homogeneity of households' savings behavior. It appears that one cannot really speak of a homogeneous saving behavior across countries. This is a relevant finding in times of increasing economic and financial integration. [less ▲]

The purpose of this paper is to provide for both life and non-life insurance an assessment of the relative productive performance of French companies. We use parametric and nonparametric approaches to construct a frontier to be used as a yardstick of productive efficiency. Our data basis covers 84 life and 243 non-life companies for the period 1984-1989. The main findings show a high correlation between parametric and nonparametric results and a wide dispersion in the rates of inefficiency across companies. This dispersion can be reduced when controlling for variations in scale, ownership, distribution, reinsurance, and claims ratios. [less ▲]

This paper presents new estimates of technical efficiency and multi-factor productivity growth for the OECD financial services (banking and insurance) sector, over the period 1971-86. In addition, it provides tests of two conjectures: can we talk of convergence in productivity growth across OECD members, particularly EC countries, and to what extent can prevailing competition explain variation in efficiency and productivity growth?
