The objective of this paper is to estimate total factor productivity growth (TFP) in an international and sectoral setting using two alternative approaches based on the estimation of parametric stochastic frontiers and non-parametric production frontiers (DEA). The TFP is decomposed into two components, technological progress and efficiency change, that can also be interpreted as the results of the innovation and catching-up process, respectively. Finally their relationship is tested with a set of potential explanatory variables that includes R&D expenditures, international competition, and structural characteristics. It appears that the distinction between technological and efficiency performances does matter and must be taken into account in the design of industrial policy. [less ▲]

In this paper we measure technical efficiency and productivity gains in airline activities. Non-parametric frontiers and Malmquist indices of productivity are estimated for thirty-three airlines observed over the period 1977-1988. We identify three sources of growth: technological progress, efficiency change and route network characteristics. The results bring to light the reasons that pushed several airlines to merge when markets were deregulated. [less ▲]

This paper first discusses the notion of economic performance as applied to public enterprises and argues that productive efficiency is an attractive approach to performance measurement for such firms. It then presents an empirical efficiency study of postal services which is aimed at comparing productive performance indicators across countries and at testing the effect of competition and regulation on these indicators. This paper presents three different poverty standards. A first approach takes the disposable income as an indicator of poverty. A second approach uses the Leyden approach. Finally an aggregate index of deprivation, based on the observation of consumption events, is constructed through a particular econometric procedure proposed by Desai and Shah (1988). These alternative measures are then compared on a sample composed of 6380 Belgian households. Such an analysis can be expected to provide some further insight into the problem of measuring poverty, which has been the subject of a recent controversial debate. [less ▲]

This article compares savings behavior in a sample of 17 OECD countries over 24 years. On the basis of an analysis of variance and of a life-cycle-hypothesis-based equation, we test the homogeneity of households' savings behavior. It appears that one cannot really speak of a homogeneous saving behavior across countries. This is a relevant finding in times of increasing economic and financial integration. [less ▲]

The purpose of this paper is to provide for both life and non-life insurance an assessment of the relative productive performance of French companies. We use parametric and nonparametric approaches to construct a frontier to be used as a yardstick of productive efficiency. Our data basis covers 84 life and 243 non-life companies for the period 1984-1989. The main findings show a high correlation between parametric and nonparametric results and a wide dispersion in the rates of inefficiency across companies. This dispersion can be reduced when controlling for variations in scale, ownership, distribution, reinsurance, and claims ratios. [less ▲]
