Architectural projects are rarely object of accurate energy simulations, but always are assessed from thermal energy regulation criteria, in order to obtain the authorisation of building. On the other hand, the choice to himself interest with lawful methods results from the will to widen the evaluation of the project performances with a set of criteria (sound insulation, fire resistance, illumination, etc.), all criteria which cannot necessarily be evaluated with sophisticated evaluation tools, like in energy matters. Such an approach justifies of hold with some simplified methods for the evaluation of the performance energy and, when they exist, for the evaluation of other qualities. The use of lawful methods can help project authors: - to handle the parameters managed at the preliminary stages of the project (such as: volumetry, fenestration, orientation, shape factor, compactness, etc.) and to locate the influence of the architectural choices characterised by these parameters, on the future energy consumption of the building. - to exceed the simple report of an energy performance resulting from a calculation in order to improve the choices, arise the critical parameters and lead to the solution the most preferred by the actors intervening in the project (owner, users, public authorities, ect.) Some European thermal regulations are approached, with regard to the criteria of their energy performance assessment and to the related values of their criteria. The results of the simulations are compared, from: - the satisfaction of the criteria with a look to the accuracy of the results; - the respect, by each project, of the different options proposed by the regulations and their mutual correlation, for the different scopes of the criteria: envelope, heating energy needs and heating energy consumption. In conclusion of the paper, the lawful calculation methods may be used to improve the design of a project, by choosing the most appropriate one and by comparing the evolution of the results, to significant changes introduced in the project. In, 1997, the LEMA research team revisited 20 house settlement of Marchin. It was to assess the houses performances 15 years after their construction, and check the possible interactions between "energy-conscious design" and social factors. This paper briefly exposes the results of this recent reassessment, in the light of the project requirements, design options and design methodology. It indicates that careful design may guarantee, for quite long periods of time, both robustness and affordability of "energy-conscious" housings. [less ▲]

The Walloon regulation imposes on the new buildings a minimum level of insulation. The level standard K 70 is now reinforced while passing to K 55, while the regulation extends to other types of buildings. The concern of insulating well should not however attach the creativity of the architect who aims at carrying out a beautiful frame, livable, durable and of a minimum cost. This is why this work proposes a whole of devices making it possible to reconcile these goals. The design and the drafting of this guide were entrusted to professor Francy SIMON of the Catholic University of Leuwen and to Jean-Marie HAUGLUSTAINE, attending the University of Liege; their work was followed by a reading panel where the Order of the Architects and the French-speaking Federation of the companies of architects of Belgium were represented. Moreover, these two institutions supported the impression and the diffusion of this document and I thank them for this collaboration. But the architect who wants to progress in this way will undoubtedly meet a certain reserve of the trade associations de with regard to new techniques and more complex devices. This is why, also with the assistance of the Walloon region, another guide for the insulation of the hollow walls, intended to the masons and for the carpenters, is diffused by the Funds of professional training of construction. Thus, by these initiatives, the Area prolongs and amplifies the information and research task carried out since many years by the Scientific and Technical Center of Construction. This multiform device to improve the current practice of construction doubles of a description of the achievements of particularly innovating architects, by the contest PHOTOGRAVURE, like an research effort, whose most visible element is the house PLEIAD, with Leuwen-the-New. To convince the companies to accept his requirements for quality, the architect is thus not alone. He is not it either in his effort of conviction with regard to the building owners. The private individuals find, in the Counters of the Energy of the Walloon region, the publications and the councils which go in the same direction. All this relates to the residential or tertiary building. Industry and the public corporations are the subject of the same policy of rational use of energy. Thus, the Walloon Government shows its will to reduce our dependence and our puncture on resources to be divided with the people under development but also to reduce the harmful effects for natural environment and health. It is there a commitment which Belgium undertook in Rio and to which the Walloon region subscribed. Together, we will reduce the consumption of energy and thus the CO2 emissions. We are committed there; we all must work to achieve this goal. [less ▲]

Vis-a-vis the crisis of energy, the administrations and the public tertiary sector did not remain inactive in Wallonia. On the contrary, of many profets relating to the Rational Use of Energy (RUE) were conceived and realized by persons in charge who took in heart an improvement of their energy situation. The report/ratio which reports the history of some of these projects concluded by dynamic actors, who were able to include/understand their energy problems, there to distinguish ways of possible improvements and to give them life. The objective of this booklet is not to draw up the exhaustive list of these projects, but rather to quote examples of actions RUE conceived and carried out in the respect of their context. [less ▲]

In its meeting of February 29th, 1984, the Walloon Regional executive approved, in second reading, the project of decree of the Executive fixing the general terms of thermo isolation for the buildings to build intended for housing, or intended in principal order for housing, as well as the project of bearing ministerial decree execution of the above mentioned decree. It jointly charged the Minister with Energy and the Minister for Town and country planning to set up a formula of sensitizing of the architects at the new techniques making it possible to design not very consuming dwellings in energy. Thus a campaign of information and sensitizing was organized aiming not only the architects and various professional environments of construction, but also the Administration of Town planning and the capacities communal. Coordination was entrusted by it to C.S.T.C., which, within this framework, in particular engaged three architects charged to cover Wallonia. [less ▲]

The Walloon Regional executive adopted, on February 29th, 1984, a thermal Payment of the New housing. This payment offers two possibilities of calculation: K 70 and Be 500. The two methods require the determination of the coefficients of thermal transmission K of the walls delimiting protected volume. To obtain comparable and reliable results, the calculation of the factors intervening in the method must be carried out on an identical basis and with approved values. The coefficients K must be justified by a note annexed at the request of license to build. Vis-a-vis the great diversity of the data employed in these calculations, it became necessary to publish a collection of values , R and precalculated, allowed cards K by all. The present publication contains a data bank hygrothermic of construction materials and a range of cards K calculated for various types of walls. It is constant change: the data bank will be supplemented as soon as new approved values appear; the bank of cards K will follow the evolution of the statistical starting sample. Turn like the technical standards and approvals, this booklet will be regarded as a reliable base during the control of the files of license to build by the Administration of Town and country planning. A previous research work developed within the frame of the first European R-D Energy Programme has led to the production of a manual design method mainly oriented to the design of low cost, low energy houses. From the beginning, we know that this method remains uncompleted but its lacunas became particulary obvious and combersome when trying to apply it to the real design of 25 houses on a real ground. Therefore we devoted some research efforts to improve the manual method specially in calculation methods. These efforts do not intend to be definite answers to the difficult points we put in light. Some are a first proposal for solving specific problems like intergrating dynamic-thermal behaviour in the design of buildings. Others are particular issues of a continuous work developed in the Building Physics Laboratory for years like equivalent degree-day methods. The last group contents more specific points like shading factor calculation. Some has already been introduced in the new issue of the design methodology. Others have been used during the design of the houses but they need more work to become practical tools that can be introduced in the methodology. And some are kept for further development. In appearance, the present book is just the gathering of disjoined chapters, but the work is not as incoherent as it seems. All the methods have at least one thing in common: the desing orientation of their use. [less ▲]

The concern of the thermal payment “K70-Be500”, adopted by the Walloon Regional executive, on proposal of the Ministry for the Walloon region for the Budget and Energy (pH. Busquin), is to limit the consumption of energy for the heating of the residences. This concern is the result of a situation having implications as well international as regional. With the international level, indeed, the International agency of Energy has already, with many recoveries, points out in Belgium which it remained one of the last European countries to be had no regulation on the matter. From a point of view more strictly regional, the Walloon region shows an unfavourable energy balance, still worsened by the price of energy and that for two reasons: it produces nothing any more but one negligible part of its energy: - its consumption per capita of inhabitant is 1,5 times higher than the European average. The Walloon payment, of application since May 1st, 1985, is based on a method of calculating, development by an group of expert. This work made it possible to show the importance of the temperature without heating and to establish the bases which led to its evaluation. [less ▲]
